The party leaders, House leaders and critics from the opposition parties, as well as backbenchers from all parties are usually considered as private members and as such, they can introduce private member's bills.

Although the terms "private member" and "backbencher" are not perfect synonyms, many authorities use them interchangeably.

OBS

In this context, the capitalization of "member" varies greatly from one source to another, and sometimes within the same source. According to the Parliamentary Publications Text Style Guidelines, "member" should be written with a lower-case "m."
