Concebida como substitutivo de los sistemas tradicionales de justicia penal, la idea de justicia reparadora se ha aplicado en situaciones muy diversas, que van desde los programas víctimas-victimarios creados en el contexto de los procedimientos judiciales contra menores, hasta la Comisión de Verdad y Reconciliación de Sudáfrica.

En la mayoría de las acciones penales, el juicio se centra en el autor, el delito cometido y la pena. Desde la perspectiva del CMI [Consejo Mundial de Iglesias], la justicia restauradora abarca todos los métodos - como el diálogo y la mediación - que tratan de restaurar sociedades fracturadas y heridas por medio de procedimientos centrados en la víctima, cuyos elementos esenciales son la comunidad y el diálogo.
