Cérémonie au cours de laquelle on rend public (souvent de manière symbolique) l'usage d'un édifice, d'une installation ... : inauguration d'un barrage, d'une nouvelle école; couper le ruban symbolique au cours de l'inauguration d'une autoroute.

OBS

Si on peut dire qu'un ministre de la Voirie a, dans un geste symbolique, coupé le ruban tendu entre les parapets d'un pont pour mettre ce dernier en service, l'ouvrir à la circulation, on ne saurait traduire "ribbon-cutting ceremony" par cérémonie de la "coupe" ou, moins encore, du "coupage" (!) du ruban. La solution, c'est de se rabattre sur une expression d'application générale. On dira donc, par exemple, l'inauguration du pont aura lieu à 10h30.
