The Red Tape Reduction Commission, created in 2010 in order to identify irritants stemming from federal regulatory requirements to businesses and recommend options that address these irritants, held round-table consultations across Canada with small-business owners and then analyzed the results of consultations, identified the root causes of the problems and engaged federal organizations to get a comprehensive understanding of the issues. The result was the September 2011 release of the Commission's "What Was Heard" Report.

La Commission sur la réduction de la paperasse, créé en 2010 afin de dresser les sources d'irritation qui découlent des exigences du gouvernement fédéral en matière de réglementation et de recommander des options qui permettent d'éliminer ces irritants, a ensuite collaboré avec des experts indépendants afin d'évaluer la viabilité des réformes systémiques soulevées dans le Rapport sur les commentaires reçus.
