"The essence of the Espoo Convention is that if one country ... plans to undertake a project ... that could cause environmental damage in a neighboring country or countries ..., the country with the project plans has an obligation to inform its neighbors of its plans, make an open environmental impact assessment (EIA) well in advance to find likely environmental effects, and on the basis of the EIA have consultations with its neighbors before making any final decisions or proceedings with the project."

De la Commission économique des Nations Unies pour l'Europe. Conclue à Espoo (Finlande), le 25 février 1991 (Mém. A n° 70 du 6.9.1993, p. 1310). Ratifiée par le Canada le 19 mai 1998. La Convention a pour but de réduire au minimum les effets de certains projets sur l'environnement qui pourraient se révéler importants dans un contexte transfrontalier pour les pays membres de la Commission. Au Canada, la Convention s'appliquera seulement aux projets qui doivent faire l'objet d'un examen en vertu de la «Loi canadienne sur l'évaluation environnementale». Les parties à la Convention sont tenues de veiller à ce qu'une évaluation environnementale soit effectuée avant d'entreprendre ou de permettre la réalisation de projets ou d'activités susceptibles d'entraîner des effets environnementaux négatifs importants.
