The CONFEJES came into being in Paris, on December 1969, following the initiative of the African Presidents Habib Bourghiba (Tunisia), Leopold Sedar Senghor (Senegal) and Hamani Diori (Niger). The youth and sports ministers of French-speaking countries decided then to meet once a year. However, the term "Conference of the Youth and Sports Ministers of French-speaking Countries" (CONFEJES) was not adopted until 1973.

La CONFEJES a vu le jour à Paris, en décembre 1969, à l'initiative des Présidents africains, Habib Bourguiba de la Tunisie, Léopold Sédar Senghor du Sénégal et Hamani Diori du Niger. Les Ministres de la Jeunesse et des Sports des pays d'expression française ont alors pris la décision de se réunir une fois par an. Toutefois, l'appellation «Conférence des ministres de la Jeunesse et des Sports des pays d'expression française» (CONFEJES) n'a été adoptée qu'en 1973.

Il est créé entre les États et gouvernements membres de l'Organisation internationale de la Francophonie (O.I.F.) qui s'engagent à se conformer aux présents statuts, une institution dénommée Conférence des Ministres de la Jeunesse et des Sports des États et Gouvernements ayant le français en partage désignée ci-après par le terme CONFEJES.
