The Polish Army Veterans Association (PAVA) is an independant, mutual aid organization of former Polish soldiers operating continuously since 1921. It is the oldest institution of this type in the world. The headquarters is located in Manhattan, New York City in the "Polish Veterans Home" that is owned by PAVA District 2, at 119 East 15th Street. Its organizational archives are housed here, as also the Polish Military Heritage Museum founded in 1996. PAVA promotes Polish culture and Polish-American traditions, and also organizes celebrations of Polish national holidays and historical events.

PAVA [is] a water based synthetic OC [Oleoresin Capsicum] irritant spray currently being researched by Hertfordshire Constabulary as an alternative to CS and OC [tear gases].

PAVA spray is dispensed from a hand held canister in a liquid stream that contains a 0.3% solution of PAVA (Pelargonic Acid Vanillylamide) in a solvent of aqueous ethanol. The propellant is nitrogen. ... The liquid stream is a spray pattern and has a maximum effective range of up to 4 metres. Maximum accuracy, however, will be achieved over a distance of 1.25 - 2 metres. The operating distance is the distance between the canister and the subject's eyes not the distance between the officer and the subject. ... PAVA primarily affects the eyes causing closure and severe pain.

The new formulation would contain the same amount of PAVA (0.3%) as Captor I, but with the ethanol/water (50:50) solvent replaced by a mixture of propylene glycol (72%), water (25%) and ethanol (2.7%). ... The new product is called Captor II.

PAVA [pelargonyl vanillylamide] is [also] used as a food flavour (up to 10 ppm) in Europe and in the USA where it has been given GRAS (Generally Agreed as Safe) status by the FDA. It is also used in human medicine as a rubefacient for topical application (0.012% a.i. in the UK).
