Une bonne partie de ceux qui ne se présentent pas sont découragés par la perspective d'avoir à perdre une bonne partie de la journée. La Cour municipale veut remédier à ce problème, et introduira sous peu les «procès sur rendez-vous» : celui qui conteste une contravention se verra assigné une heure précise pour passer devant le juge. Plus besoin de prendre congé pour contester une contravention.
