This rule forbade neutrals from engaging in the coasting trade of a belligerent, or in trade between a belligerent and its colonies if such trade was closed to them in time of peace.

OBS

There is no unanimity among States whether this rule has a binding force at present; some writers consider it now obsolete. It is believed that this rule was responsible for the introduction of the doctrine of continuous voyage.
