Where land is formed by alluvion, namely by the casting up of earth or sand on the shore of the sea, the additional increment belongs to the Crown where the casting up of the earth or sand takes place suddenly. However, where new land is formed by small accretions and the additions or increments are so gradual as to be inappreciable, these belong to the owner of the adjacent land, whether the accretions are due to natural or to artificial causes, provided in the latter case the user of the land is lawful. This is where sand and earth are washed up by the sea or a river so as to make an addition to existing land... If this is done suddenly and to a considerable extent, the new land belongs, in the case of the seashore, to the Crown. Whether the increase is perceptible or imperceptible, it belongs, in the case of a non-tidal river, to the owner of the existing land; and if it is imperceptible, the increase, in the case of the seashore, also belongs to him. (Jowitt, p. 91)

Through alluvions the territory of a State may be considerably enlarged. For if the alluvion takes place on the shore, the extent of the territorial maritime belt is now to be measured from the extended shore. And if the alluvion takes place on the one bank of a boundary river, and the course of the river is thereby naturally so altered that the waters in consequence cover a part of the other bank, the boundary line, which runs through the middle or through the mid-channel, may thereby be extended into former territory of the other riparian State.
