OBS

The Statute of "Quia Emptores" abolished rent service arising upon a conveyance in fee simple, by prohibiting subinfeudations. A ground rent in its pure form is a rent reserved to himself and his heirs by the grantor of a freehold estate in land, out of the land itself. It is not granted like an annuity or a rent charge, but is reserved out of a conveyance of the land in fee. It is a separate and distinct estate in itself and is held to be real estate with the usual characteristics of an estate in fee simple. The holder of a ground rent proper has an estate in the land itself, for the ground rent is a rent service and the grantor has a reversion. The right of distress is an incident of ground rent proper.(Cartwright, 1972, p. 805)

Babbage... conceived a machine that could tabulate any function whatever and could, in principle, play chess. This "difference machine"(as it was called) was based on the difference tables of the squares of numbers. It would use punched cards of the sort hitherto used to control special weaving looms... operation cards... and variable cards. Any arithmetic problem could be set; and, provided that the proper cranks were turned, the right answer should issue forth.

From a pedagogical standpoint, Brown and Burton note that grading based on the number and type of bugs or misconceptions manifested in a test would be fairer and more amenable to proper remediation than usual grading schemes based on the number of right and wrong answers. Since this proposal for more informative grading is backed by a practical method and puts to good pedagogical use the ability of computers to deal precisely with complex information, I hope that it will have an impact beyond the research laboratory. However, more proofs of feasibility to publicize this type of knowledge-oriented testing may be required before it can be widely adopted, since constructing theories of bugs is a very laborious process.

Retention Trusts. In cases where holding companies have been established for estate planning purposes, right in such companies may be put into a trust for retention. In such circumstances, the trustee may not dispose of or otherwise affect the rights placed in trust. The Assistant Deputy Registrar General may serve as trustee of such trusts. In establishing such trusts, ministers may make arrangements to have third parties exercise their voting rights in relation to the shares in the holding company as long as such arrangements will not result in a conflict of interest. Ministers who have established such trusts cannot be consulted or informed of the disposition of any assets owned by the holding company that would be considered to be "controlled assets" under the terms of the guidelines applicable to ministers of the Crown. Retention trusts are a recent innovation, first permitted under the guidelines of April 1980 for ministers of the Crown. Because the retention trust requires the formation of a family holding company for estate planning purposes, it is not a vehicle which is suitable for many people.... The main advantage of the retention trust is that it is a useful divestment vehicle for ministers who have substantial assets and who have arrangements in place which require that the assets be held under proper management through a holding company. The disadvantage of such a trust is that it is a prohibitively expensive route to be followed by someone of modest means who would rather have had a frozen trust.
