Section 23 of the Financial Administration Act, which permits the appropriation, is applicable whenever Parliament is dissolved or when it has been adjourned either for an unspecified period or until a date more than two weeks after the date of the order directing that the warrant be issued. A Governor General' s Warrant is an appropriation for the fiscal year in which it is issued. The following conditions apply : 1. The warrant must be issued in the fiscal year in which the expenditures are required; 2. The unspent balance lapses at the year-end; 3. The appropriation is subject to commitment and expenditure control.

L'objectif de la CDD est également de renforcer les relations entre les gouvernements et les ONG afin de promouvoir le développement durable tout autour du globe.

Cupping is one of the coffee tasting techniques used by cuppers to evaluate coffee aroma and the flavor profile of a coffee.... In a coffee cupping session, the table is usually set up with 6 to 10 cups per coffee. These are fashioned in a triangular manner. At the top of this triangle you should place a sample of the roasted coffee and a sample of the green coffee. In the center of the table place a cup of room temperature water and an empty cup containing the cupping spoons. Cover both the green sample and roasted sample until the cupping session is over and the coffee aroma, fragrance, and flavor profile have been documented. After this time, the coffee samples could be uncovered and additional comments can be written based on appearance. This method will help reduce the common "eye cupping" technique.

Once a need or knowledge gap has been identified, the next step is to address what type of gap it is, learning or performance. A knowledge gap can be dealt with through computer-based training, job training manuals or further courses. A learning gap, however, can only be addressed through different styles of training that address the learning needs of the individual; it must be handled on an individual basis and the solution must [fit] the learner's specific needs.

On 18 April 1982, on the occasion of a symposium organized by ICOMOS Tunisia and a corresponding meeting of the Bureau in Hammamet, it was suggested that a day be established to celebrate the diversity of heritage throughout the world. From this idea, the International Day for Monuments and Sites was born. This project was approved by the Executive Committee who also provided practical suggestions to the National Committees on how to organize this day. Last but no least, the idea was also approved by the UNESCO General Conference who passed a resolution as its 22nd session in November 1983 recommending that Member States examine the possibility of declaring 18 April each year "International Monuments and Sites Day".

Commonwealth Day is the day when Commonwealth countries, which represent a quarter of all humanity, acknowledge their common bonds and the contribution of the Commonwealth of Nations to the creation of a harmonious global environment. The holiday is celebrated with a different theme every year. The second Monday in March was chosen as Commonwealth Day because it is a day when all schools throughought the Commonwealth are in session. Commonwealth leaders agreed that the day should be used to promote knowledge of the Commonwealth, particularly among the young people of their countries.

À ce moment, les chefs de gouvernement se sont entendus pour que le Secrétariat du Commonwealth soit chargé de choisir pour ce jour spécial une date qui n'aurait aucune connotation historique fâcheuse. Lors de la rencontre des hauts fonctionnaires à Canberra en mai 1976, la proposition canadienne de célébrer le jour du Commonwealth le deuxième lundi de mars a été adoptée. Jusqu'en 1977, il était d'usage au Canada de célébrer d'office le jour du Commonwealth en même temps que le Jour de Victoria (congé statutaire), aussi par proclamation la fête de la Reine. La célébration du jour du Commonwealth n'impose aux pays membres aucun mode uniforme pour l'observation de cette journée, laissant cela à l'initiative de chacun des pays. Il ne s'agit pas non plus d'un congé statutaire. On envisage plutôt cette journée comme une occasion pour près de un milliard de personnes de réfléchir sur les liens qui les unissent et sur la contribution du Commonwealth à la création d'un environnement planétaire harmonieux.

Wascana Energy Inc. and Alberta Research Council invite you to attend an information session to describe the Toe-To-Heel Waterflooding(TTHW) process.... Background With the advent of horizontal wells in Improved Oil Recovery of heavy oils, a change is taking place in the approach to improved recovery of oil. Currently, there is a move from displacing oil in a flood pattern from injector to producers over long distances(of the order of hundreds of meters) to short-distance oil displacement(SDOD) processes(typically over a few meters). Due to the high viscosity of heavy oil, the displacement to producers located long distance away tends to make waterflooding inappropriate. Steam Assisted Gravity Drainage, Vapor Extraction and Toe-To-Heel Displacement Processes(TTHDP) belong to the SDOD processes. TTHDP can be applied as a non-thermal recovery technology, such as Toe-To-Heel Waterflooding or as a thermal technology such as Toe-To-Heel Steamflooding and Toe-To-Heel Air Injection. More than 17 laboratory tests of Toe-To-Heel Waterflooding(TTHW) showed that this process will provide good results for lighter heavy oil reservoirs(with viscosity less than 1200 mPas). Hele Shaw model tests indicated ultimate recovery factors substantially higher for the TTHW, when compared to conventional waterflooding using vertical wells.

Le procédé qui est connu est le «toe-to-heel air injection» ou THAI. Le principe de ce procédé, d'après ses inventeurs, est le suivant : Il s'agit de forer un puits vertical dont la section dans le réservoir imprégné d'huile lourde est proche de l'extrémité («toe») d'un puits horizontal. De l'air est injecté dans le puits vertical équipé d'un système d'allumage qui provoque une combustion de l'oxygène contenu dans l'air injecté au contact de l'huile. Un front de combustion se propage alors perpendiculairement au puits horizontal, donc vers l'autre extrémité de ce puits («heel»), d'où la dénomination «toe-to-heel». D'après les inventeurs du procédé, l'huile réchauffée au niveau du front de combustion s'écoule vers le bas en direction du puits horizontal sous l'action de la gravité et est récupérée vers la surface. Une interrogation subsiste concernant la percée probable de l'air injecté dans ce puits horizontal qui aurait pour résultat de provoquer un arrêt du front de combustion. The WMO Eleventh World Meteorological Congress(May 1991) decided that a Co-ordinating Committee for the World Climate Programme(CCWCP) should be established to provide overall co-ordination between the four components of the World Climate Programme and effective communication and co-ordination with other related international climate activities; and that, in consultation with UNEP, UNESCO and its IOC, FAO and ICSU, and other relevant organizations. Following this decision, the WMO Executive Council at its forty-third session(May 1991) formulated the terms of reference and identified the membership of the Committee. Further the Secretary-General of WMO, in consultation with the Executive Heads of UNEP, UNESCO and its IOC, FAO and ICSU, finalized the establishment of the Committee and called the first session of the CCWCP on 4 and 5 May 1992.

The GPCC(Global Precipitation Climatology Centre) is a central element of the Global Precipitation Climatology Project(GPCP) which was established by the WMO/ICSU [World Meteorological Organization/International Council of Scientific Unions] Joint Scientific Committee for the World Climate Research Programme [WCRP] at its Seventh Session(Lisbon, March 1986). The GPCC itself was established in August 1988 at the "Deutscher Wetterdienst"("DWD", National Meteorological Service of Germany) starting with a research and development phase. The GPCC is now going to be operational, and it is operated by the DWD as a contribution to international climate observation and research activities. The GPCC has internationally defined functions. In the future, the GPCC will act as a GCOS [Global Climate Observing System] specified global data centre for precipitation, and in this role, it will continue to participate in the GPCP, as agreed by WCRP, GCOS, and DWD. It also co-operates with WCP-Water, Global Runoff Data Centre(GRDC), UNEP-GRID Programme, and FAO Water-Department.

It is a common practice to open a Convention for signature by certain States until a certain date after the date of the formal session of signature. Generally, this period does not exceed nine months. The object is to obtain as many parties to the Convention as possible, but inasmuch as new signatories can only be allowed with the consent of the original signatories, a special clause to this effect must be inserted in the Convention. A current practice is to open a Convention for signature to all members of the United Nations and the specialised agencies, to all parties to the Statute of the International Court of Justice, and to any other State invited by the General Assembly. During the period mentioned, each State may sign at any time, but after the expiration of the period no further signatures are allowed and a non-signatory State desiring to become party must accede or adhere to the Convention but cannot ratify, inasmuch as it has not signed the instrument.

The Rural Basic Landscape Training Program(Atlantic Region) will provide accredited, meaningful classroom and on-the-job training to 50 unemployed young people in Atlantic Canada. Participants will first be given intensive training in basic principles of landscaping. Then they will proceed to participating local landscape companies to be employed as landscape technicians for a full season(approximately 26 weeks) including a one week mid-term classroom training session. The entire program will be developed to mesh with national certification standards being adopted by the Canadian Nursery Trades Association. Successful completion of the program will qualify participants for permanent work in the landscape industry. Le programme sera conçu conformément aux normes nationales de reconnaissance professionnelle en voie d'être adoptées par l'Association canadienne des pépiniéristes. Les participants qui réussiront leur stage pourront obtenir un emploi permanent dans l'industrie du paysagisme.
