Human Resources Development Canada(HRDC) through its network of Human Resource Centres, administers the Caribbean/Mexican Seasonal Agricultural Workers Program on behalf of the Government of Canada. HRDC requires employers, through their human resource planning strategies, to ensure that Canadian citizens and permanent residents are always considered for employment before employing foreign workers. The Caribbean/Mexican Seasonal Agricultural Workers’ Program was first implemented in 1966 following negotiations between Canada and Jamaica to facilitate the entry of Jamaican workers for temporary employment in the growing and processing of agricultural products during peak demand periods. The C/MSAWP was created to provide a supplementary source of reliable and qualified seasonal labour in order to improve Canada's prosperity by ensuring that crops are planted and harvested in a timely fashion. These measures help to maintain the livelihoods of Canadian and permanent resident workers in the agricultural industry as well as in other industries that directly or indirectly participate in and benefit from a strong and vital agricultural industry. The Professional and Institutional Development Program is a proposal-based program which funds governance capacity development projects. Each Region of Indian and Northern Affairs Canada has an independent budget for the Professional and Institutional Development Program, for use in funding projects that will benefit the governance capacity of First Nations and Inuit communities in that Region. The Western Canada Concept was a Western Canadian political party founded in 1980 to promote the separation of the provinces of Manitoba, Saskathewan, Alberta and British Columbia and the Yukon and Northwest Territories from Canada in order to create a new nation. Since 1992, Human Resources Development Canada(HRDC) and Revenue Canada(RC) have had an ad hoc process in place to respond to requests from victims who are trying to change their identity to escape life-threatening spousal abuse. Through this process, victims are provided with a new, delinked(no computer links) Social Insurance Number(SIN). Canada Pension Plan, tax and social benefit records are also securely recreated under the new SIN. Because of concerns about client safety, HRDC and Revenue Canada have initiated an interdepartmental project to complete in-depth work with other federal partners, the provinces and territories to determine whether a nationally co-ordinated New Identities Program can be implemented.
