After informal bilateral talks, the United States in 1977 proposed that the two governments establish a bilateral scientific advisory group to try to coordinate and harmonize research activities which were then proceeding independently in both countries. The seeds for an agreement on air quality were sown in 1978, when Canada and the United States established the Bilateral Research Consultation Group(BRCG) to facilitate information exchange, coordinate research, and develop a scientific data base on acid rain.
