According to the Supreme Court, Section 23 of the [Canadian] Charter [of Rights and Freedom] was designed to correct on a national scale the progressive erosion of minority official language groups and to give effect to the concept of the equal partnership of the two official language groups in the context of education. The Supreme Court also ruled that where numbers warrant, Section 23 of the Canadian Charter [of Rights and Freedoms] gives parents of the linguistic minority a right to manage and control educational institutions attended by their children.

The Deutsches Studentenwerk-DSW-is the voluntary national association of all Studentenwerk organisations in Germany(organisations for student affairs). These organisations perform public responsibilities related to the economic, social, health-care and cultural support and promotion of students at German higher education institutions. Whereas, in Anglo-Saxon countries, these responsibilities are performed by departments which form an integral part of the respective university or college, the Studentenwerk organisations in Germany are completely autonomous and fully independent institutions which cooperate closely with the higher education institutions which they serve. Many Studentenwerk organisations are simultaneously responsible for several higher education institutions and, in some cases, for institutions at various locations. They contribute substantially to the realisation of equal opportunity. In collaboration with their higher education institutions and their towns, the Studentenwerk organisations contribute towards improving the framework conditions for higher education study and in so doing also have an important role in structuring the higher education living environment.
