The WOCE-SVP programme developed as a partnership between the Atlantic Oceanographic and Meteorological Laboratory in Miami and the Marine Environmental Data Service in Ottawa. With the permission of the principal investigators in the programme, AOML handles the initial processing of the data received through Argos. They carry out quality control on the data and generate the interpolated files. In 1974, when the Expanded Programme on Immunization was launched by the World Health Organization(WHO), less than 5% of the world's children were immunized against the six initial target diseases-diphtheria, tetanus, pertussis(whooping cough), polio, measles, and tuberculosis-during their first year of life. Up till then, immunization programmes were largely restricted to industrialized countries, and even then only partially implemented.
