The Missile Defense Agency today awarded Lockheed Martin a $40 million design and risk reduction contract as the next phase of the advanced technology concept demonstration to deliver a high altitude airship(HAA) prototype in 2006. The prototype airship will be about 500 feet long, 160 feet in diameter and have a volume of 5. 2 million cubic feet, about 25 times larger than the blimps seen at athletic events. The prototype HAA that Lockheed Martin will develop include sustained operations for one month at 65, 000 feet while providing 10 kilowatts of power to a 4, 000-pound payload. Additionally, the HAA prototype will demonstrate station-keeping and autonomous flight control capabilities.

The Payload Operations Control Center at the Marshall Space Flight Center is a NASA facility for monitoring, coordinating and controlling on-orbit operations of Spacelab payloads. It is also used for premission test and training activities. The Payload Operations Control Center allows users on the ground to support and interact with onboard mission activities and permits direct communication between the investigator on the ground and flight crew on orbit. It provides ground command capability to operate experiments, manage payload resources and operate payload support equipment. Its facilities and services for instrument monitoring and control are made available to all users who request them. Each user area has a standard set of support equipment and space for special instrument-dedicated ground support equipment. A communication link can be arranged to allow the investigator to perform some or all operations from his own institution.

The Payload Operations Control Board(POCB) controls the baseline for this document.... The POCB constitutes the controlling authority for all documents produced to implement the provisions of the multilateral payload regulations. The partners shall exercise control of implementation documentation through their participation in the POCB. Matters that cannot be resolved within the authority of the POCB shall be referred to the Payloads Control Board(PCB) or the Mission Integration and Operations Control Board(MIOCB), depending on the subject of the conflict.

Within the HOSC [Huntsville Operations Support Center] is the Payload Operations and Integration Center(POIC) that that will provide 24 hour, real-time monitoring of payloads. The POIC manages the execution of on-orbit ISS payloads and payload support systems in coordination/unison with distributed IP [Internet protocol] Payload Control Centers, TSCs and payload unique-remote facilities. Through the POIC Users have several operational options for controlling their payloads, including the use of TrEK through a TSC or directly into the POIC as well as several others.

There are other control centers around the world that work together with the POIC for payload operations and the SSCC for systems operations. The Space Station Information and Promotion Center(SSIPC) in Japan, Mission Control Center-Moscow(MCC-M) in Russia, and the Attached Pressurized Module Control Center(APM-CC) in Europe each work with the scientists, or users, who have payloads in their respective modules.

Science Operations Area.... The SOA is the other half of the Spacelab laboratory. It is where Principal Investigators(PIs) monitor their experiments during a Spacelab flight. Facilities are provided to each experiment team, if requested. Some experiment teams operate remotely from their university or country via computers. The configuration of the SOA varies greatly from mission to mission.... Experiment teams in the SOA are in constant contact with flight controllers and engineers in the Payload Control Room(PCR) and the Payload Support Room(PSR).

The Rack Interface Controller(RIC), Payload Internet Hub/Bridge(PIHB), and EXPRESS Memory Unit(EMU) connects the racks with the Station's Internet and video services. These units also control the EXPRESS Rack subsystem operations, allowing computer and video control from either on Station or the ground. The RIC coordinates and routes command and control functions, the PIHB provides the necessary interfaces, and the EMU has 320 MB of memory to store rack software and application programs and to help transfer files between payloads and the PIHB.

Routine mission operations are based on the use of a single control centre in conjunction with two dedicated ESA ground stations(Redu and Odenwald). All payload operations will be pre-planned and executed according to an agreed plan, which is generated and modified in a periodic mission planning exercise. Real-time operations with the spacecraft will normally be limited to the acquisition of telemetry data recorded during the long non-coverage periods and dumped to the ground station during the real-time contacts, and the uplinking to the on-board memory of time-tagged commands for the execution of all pre-planned spacecraft and payload operations.
