In 1958, CECED was founded on the initiative of the Western-European National Association. Since 1997 it has established a permanent office in Brussels to better represent the industry, vis-à-vis the institutions of the European Authorities. Direct membership for individual companies was also introduced in that year. In 1999 CECED has streamlined its organisation and has set up its current structure. The North-East Atlantic Fisheries Commission(NEAFC) was established, in its current form, in 1980, by the Convention on Future Multilateral Cooperation in North-East Atlantic Fisheries. The first regional fisheries organization in the Northeast Atlantic, however, was the Permanent Commission established under the terms of the 1946 Convention for the Regulation of Meshes of Fishing Nets and the Size Limits of Fish. That Convention only allowed for a limited range of powers, however, and in 1959 a new Convention was concluded, establishing the North-East Atlantic Fisheries Commission with wider powers than the Permanent Commission. This is one of the six modules of PWGSC' s [Public Works and Government Services Canada] Common Departmental Financial System(CDFS). The budget portion of the Budget and Forecasting Module allows input of financial, full time equivalent, or statistical data, either by keyboard or by an upload of an ASCII file. British Executive Agencies. A good deal of the current Canadian thinking about alternative service delivery appears to be based on the British experience of Executive Agencies over the past decade. Briefly the British have moved over 70% of their civil service into arms-length agencies whose heads("chief executives") report to ministers rather than permanent secretaries. The British have achieved this without legislation by getting all-party agreement to the execution of service contracts between the chief executives and the relevant ministers. Since 1978, the Canada Pension Plan(CPP) has contained a provision allowing CPP credits to be divided between ex-spouses after a divorce or legal annulment. In January 1987, the provision was broadened to include couples who separate from a legal or common-law union. A division of credits results in a permanent amendment to each spouse's record of earnings and may affect current or future benefits. CPP credits are divided for each year the couple lived together.
