A formalized design change procedure governs the submission, the routing, and consideration of the DCR. A DCR may be raised by any of the interested parties, contractor, design authority, user, inspection authority or procurement authority. The DCR form collects the opinions of the interested parties regarding the change and data concerning costs and other effects of implementation. The request results in rejection, a design change authorization for temporary acceptance(DCA), or a design change instruction(DCI) to cover permanent acceptance similar to engineering change proposal(ECP) normally used in aircraft procurement.

A Soltau Model RVS 250-AS-STS microtunneling machine with a slurry spoil removal system was selected on a lease arrangement to install the 24-in. sewer line. A mixed face cutting head configuration was selected in anticipation of the varying ground conditions. The unit is supplied with high pressure water jets which have proven effective in boring through dense clays. The RVS 250-AS-STS involves two new innovations. First, it utilizes a state-of-the-art laser guidance system coupled with a completely digital operator control panel with continuous, up-to-date information on the tunneling process. A data logger, which can record data at specific time intervals or length of pipe jacked, also provides for a permanent record of the operation.

Much has been... written about intelligent well technology(IWT), but not everyone agrees as to what constitutes an intelligent well(IW). Some feel that merely the use of permanent downhole gauges(PDGs) that monitor and collect wellbore and/or reservoir data, constitutes an IW. Then there are others who believe that use of simple hydraulic-controlled, remote-operated, downhole-flow-control devices with only on/off position control but no downhole monitoring, should be considered an IW. A definition accepted.... among others, is that an IW installation is one that includes all of the following capabilities : Monitoring : The ability to monitor wellbore and/or reservoir characteristics in real time; Optimization : Analyze the data from monitoring, and pro-actively adjust flow regimes from multiple zones or laterals; Flow control : Utilization of remotely operated downhole-flow-control devices... for adjustment of flow regimes.

New downhole technology to better monitor and control production without intervention was seen as a solution to maximize the potential of aging reservoirs. For the SAR mission, the planning is based on a direct and permanent contact with the user in order to schedule image acquisition for the right time and for over the appropriate area of the Earth. The budget portion of the Budget and Forecasting Module allows input of financial, full time equivalent, or statistical data, either by keyboard or by an upload of an ASCII file. This data can be input as one amount or spread by period(month, quarter, etc.). This portion of the Module allows users to identify budget transfers as temporary or permanent. It also provides for a budget entry at the lowest level, that will reference a client defined control point and distribute the budget amounts down from the reference point to the lowest level respecting the allotment controls that are in place in the Financial Control Table(allotment data). The forecast portion of the Module allows for the input of financial, full time equivalent, or statistical data, by keyboard or an upload. Data can be input as one amount which overwrites the current amount.
