The Organization of American States(OAS) is the world's oldest regional organization, dating back to the First International Conference of American States, held in Washington, D. C., from October 1889 to April, 1890. This meeting approved the establishment of the International Union of American Republics. The Charter of the OAS was signed in Bogota in 1948 and entered into force in December 1951. The Charter was subsequently amended by the Protocol of Buenos Aires signed in 1967, which entered into force in February 1970, and by the Protocol of Cartegena de Indias, signed in 1985, which entered into force in November 1988. In 1992, the Protocol of Washington was signed and in 1993 the Protocol of Managua entered into force on January 29, 1996. The OAS currently has 35 Member States. The North-East Atlantic Fisheries Commission(NEAFC) was established, in its current form, in 1980, by the Convention on Future Multilateral Cooperation in North-East Atlantic Fisheries. The first regional fisheries organization in the Northeast Atlantic, however, was the Permanent Commission established under the terms of the 1946 Convention for the Regulation of Meshes of Fishing Nets and the Size Limits of Fish. That Convention only allowed for a limited range of powers, however, and in 1959 a new Convention was concluded, establishing the North-East Atlantic Fisheries Commission with wider powers than the Permanent Commission. When deciding the kinds of records which are suitable for deposit in a records centre, and the procedures by which they should be transferred there, it is worth considering a widely accepted theory that defines three stages in the life of papers produced by any organization : The first stage is that in which records are being used frequently in the course of the current activities of the organization which produced them. Records in this stage are often described as "current" or "active". The second stage is that in which records have ceased to be used frequently in the course of current activities, but nevertheless retain occasional administrative use. Records in this stage may be described as "non-current", "inactive" or "dormant".
