Rapid Response Mechanism Canada(RRM Canada) is the permanent secretariat to the G7 RRM [Rapid Response Mechanism]. It convenes G7 RRM members and observers to drive the annual G7 RRM Action Plan and coordinate G7 efforts. The Migration Five(M5) is a forum comprising the immigration agencies of Canada, Australia, New Zealand, the United Kingdom, and the United States. The group has evolved from a consultative forum to an action-oriented body focused on collaboration on joint initiatives and information exchange to achieve improvements in security, service, and savings. With the addition of immigration ministers to the Five Country Ministerial(FCM) in 2016, the M5 is now considered a forum of the FCM. The General Treaty for Central American Integration(known as the Managua Treaty) was signed in 1960, and entered into force in 1961 for four countries. Costa Rica joined the Treaty in 1963. It provided for immediate free trade on 95 percent of all goods. In October 1961, the Permanent Secretariat for Economic Integration-DIECA-was established in Guatemala. The permanent Policy Research Secretariat(PRS) was created in 1997 to support four interdepartmental research networks(Growth, Human Development, Social Cohesion, and Global Opportunities) and a research pilot project(Knowledge-Based Economy and Society). The emphasis was on creating ties between the federal and broader Canadian policy research community with the PRI filling the role of facilitator and synthesizer.
