Human Resources Development Canada(HRDC) through its network of Human Resource Centres, administers the Caribbean/Mexican Seasonal Agricultural Workers Program on behalf of the Government of Canada. HRDC requires employers, through their human resource planning strategies, to ensure that Canadian citizens and permanent residents are always considered for employment before employing foreign workers. The Caribbean/Mexican Seasonal Agricultural Workers’ Program was first implemented in 1966 following negotiations between Canada and Jamaica to facilitate the entry of Jamaican workers for temporary employment in the growing and processing of agricultural products during peak demand periods. The C/MSAWP was created to provide a supplementary source of reliable and qualified seasonal labour in order to improve Canada's prosperity by ensuring that crops are planted and harvested in a timely fashion. These measures help to maintain the livelihoods of Canadian and permanent resident workers in the agricultural industry as well as in other industries that directly or indirectly participate in and benefit from a strong and vital agricultural industry. Canada's Walk of Fame, Toronto, Ontario is a walk of fame that acknowledges the achievements and accomplishments of successful Canadians. It consists of a series of stars imbedded in 13 designated blocks worth of sidewalks in Toronto, located in front of Roy Thomson Hall, The Princess of Wales Theatre, and The Royal Alexandra Theatre on King Street as well as Simcoe Street. The first group of members was inducted in 1998, and it has since expanded to include a young filmakers competition and there are plans for a permanent museum. There are 113 Canadians on the walk of fame, including athletes; coaches; actors, directors, writers and producers of movies, television and stage; singers, songwriters and musicians; playwrights; authors; comedians; cartoonists and supermodels. The Walk of Fame was first conceived back in 1996 when founder and current president Peter Soumalias suggested the idea of a Walk of Fame for famous Torontonians to the board of the Toronto Entertainment District Association. They rejected his idea but he went on to establish a Walk of Fame for Canadians in partnership with Bill Ballard, Dusty Cohl and Gary Slaight. The Organization of American States(OAS) is the world's oldest regional organization, dating back to the First International Conference of American States, held in Washington, D. C., from October 1889 to April, 1890. This meeting approved the establishment of the International Union of American Republics. The Charter of the OAS was signed in Bogota in 1948 and entered into force in December 1951. The Charter was subsequently amended by the Protocol of Buenos Aires signed in 1967, which entered into force in February 1970, and by the Protocol of Cartegena de Indias, signed in 1985, which entered into force in November 1988. In 1992, the Protocol of Washington was signed and in 1993 the Protocol of Managua entered into force on January 29, 1996. The OAS currently has 35 Member States.
