The position of... parliamentaries is now defined in Art. 32-34 of the Rules annexed to Convention II of the First and Convention IV of the Second Hague Peace Conference. Parliamentaries are in the terms of Art. 32 "individus autorisés par l'un des belligérants, à entrer en pourparlers avec l'autre et se présentant avec le drapeau blanc.
