Pilot Balloon-Meteorological Plotting Board. Observations of a pilot balloon ascent, made by a theodolite are solved for wind speed and direction by graphical means using a plotting board. This method was used in the United States military and civilian weather services until the wide spread adoption of computer programs for solving the sightings. Founded in 1940 by three regional associations of the Deaf, the CAD is the national consumer organization of Canada's 300, 000 Deaf citizens. The CAD provides consultation and information on Deaf needs and interests to the public, business, media, educators, governments and others. We conduct research and collect data regarding Deaf issues; issue reports on these studies; and provide expertise on them; develop and implement pilot programs. Canadian Rural Partnership, Pilot Projects 2000-2001. Nova Scotia. Federal Partner : Department of Justice. This project places at-risk young offenders with the Tantramar Theatre Society as technicians, bos office staff and set construction crew members. The youth will also create their own theatre piece. Projets pilotes 2000-2001 du Partenariat rural canadien. Nouvelle-Écosse, partenaire fédéral : ministère de la Justice. Dans le cadre de ce projet, de jeunes délinquants à risque sont placés au Tantramar Theatre Society à titre de techniciens, d'employés des guichets de billets d'entrée et de membres de l'équipe d'aménagement des décors. Les jeunes créeront également leur propre pièce de théâtre.
