The Special Program for African Agricultural Research(SPAAR) is an open coalition that seeks to enhance the contribution of agricultural research for food security, environmental sustainability and economic development in Africa. Its principal mission is to promote institutional reforms of agricultural research institutions, as a precondition for their sustainability and impact. SPAAR was established in 1985 by a group of donors that had come to realize that their approach to supporting African agricultural research was not effective in developing sustainable local capacity.
