The US Navy’s Fleet Satellite Communications System (FLTSATCOM) is a constellation of five operational satellites used by both the Navy and Air Force as well as the presidential command network. The system with a design life of five years, serves as a secure communications link between the three users. Each satellite has 23 communications channels, 10 of which are used by the Navy for communication between its land forces, ships and aircraft. The Air Force uses 12 of the channels as part of its satellite communications system for command and control of nuclear forces. The Atmospheric Boundary Layer Experiments(ABLE) is a research initiative devoted to atmospheric research. This project has been developed by the Atmospheric Section of Argonne National Laboratory. The ABLE is located on the lower Walnut Watershed, mostly in Butler County east of the city of Wichita, Kansas. This location is within the existing boundaries of DOE's Atmospheric Radiation Measurement(ARM) Southern Great Plains(SGP) Clouds and Radiation Testbed(CART) site. The establishment of this facility offers a virtual atmospheric observatory and provides essential research tools for addressing a myriad of unresolved fundamental questions in atmospheric research. The Product Data Exchange Specification(PDES)(...) is an ambitious project to develop a standardized format for representing and exchanging information about almost any manufactured product. The specification will include geometric design information and all the information needed to make a part. The "National PDES Testbed" will have several additional functions, including : seeking out and diagnosting unsolved problems in the developing specification; providing a demonstration site for applications of PDES technology; helping to coordinate a national network of other PDES test facilities; and conducting an information and technology transfer program to speed the implementation of PDES standards. Although WUSOR-II was tested with many students in informal experiments, the coach was mostly tuned with the help of a synthetic student, SYNDIE, whose knowledge was an overlay of the system's rules. The notion of a synthetic student presupposes a number of assumptions that limit its use as a general testbed(Ihrie, 1978). In particular, the overlay student learns by discrete steps corresponding to the addition of rules; this rather static style fails to reflect the gradual mastery of concepts by human students.
