The Sherman Antitrust Act(Sherman Act), July 2, 1890, ch. 647, 26 Stat. 209, 15 U. S. C. & I was the first United States Federal statute to limit cartels and monopolies. It falls under antitrust law. The Act provides :"Every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several States, or with foreign nations, is declared to be illegal". The Act also provides :"Every person who shall monopolize, or attempt to monopolize, or combine or conspire with any other person or persons, to monopolize any part of the trade or commerce among the several States, or with foreign nations, shall be deemed guilty of a felony... "The Act put responsibility upon government attorneys and district courts to pursue and investigate trusts, companies and organizations suspected of violating the Act.

Le Sherman Antitrust Act du 2 juillet 1890 est la première tentative du gouvernement américain de limiter les comportements anticoncurrentiels des entreprises : il signe ainsi la naissance du droit de la concurrence moderne. La loi américaine porte le nom du Sénateur John Sherman de l'Ohio qui s'éleva contre le pouvoir émergent de certaines entreprises constituées en quasi-monopoles : «Si nous refusons qu'un Roi gouverne notre pays, nous ne pouvons accepter qu'un Roi gouverne notre production, nos transports ou la vente de nos produits.». L'expression d'"anti-trust" vient du fait que la proposition de loi visait à contrer les agissements d'un groupe pétrolier, la Standard Oil, qui était constitué en "trust" et non sous la forme d'une société dont les droits étaient, à l'époque, limités. Ironiquement, lorsque la Standard Oil fut démantelée, elle avait pris déjà la forme d'une société et le Sherman Antitrust Act ne s'appliqua plus guère aux trusts.

In 1993, under further restructuring of the United Nations, this became the Department for Development Support and Management Services(DDSMS). DDSMS provided technical and managerial support and advisory services to member states of the UN, relevant research, and parliamentary services to expert groups and intergovernmental bodies. It had a twofold mandate :(i) to act as an executing agency for programs and projects relating to institution-building and human resource development in areas such as development policies and planning, natural resources and energy planning, governance and public management, and financial management and accounting;(ii) to act as a focal point for the provision of management services and implementation functions for technical cooperation. In 1997 DDSMS was merged with the Department for Policy Coordination and Sustainable Development and the Department for Economic and Social Information and Policy Analysis to form the Department of Economic and Social Affairs(DESA).

In 1964, Congress passed the Bartlett Act(Pub. L. No 88-308, 78 Stat. 194) which excluded foreign vessels from fishing within the United States’ territorial sea, defined as all ocean waters within three miles from the coast. Two years later, Congress passed the Contiguous Fisheries Zone Act(Pub. L. No. 89-658, 80 Stat. 908), which created a nine-mile contiguous zone extending out from the three-mile limit, from which foreign fishing vessels would be excluded. These acts and treaties failed to protect U. S. fisheries as they were intended to. The Bartlett Act provided no authority for federal management measures, limiting the federal government's role to data collection and law enforcement against foreign fishers. Other nations also found their fisheries to be suffering, as most treaties provided no means of enforcement against nations who had not chosen to enter into an agreement. As a result, several countries moved to extend the area of their marine jurisdiction. By 1975, of the parties involved in ongoing law-of-the-sea negotiations, sixty nations including the United States, favored a twelve-mile territorial sea and a two-hundred-mile resource conservation zone.
