The Inter-Parliamentary Union(IPU) is the world organization of parliaments of sovereign States. It was established in 1889. The Union is the focal point for world-wide parliamentary dialogue and works for peace and co-operation among peoples and for the firm establishment of representative democracy. The IPU supports the efforts of the United Nations, whose objectives it shares, and works in close co-operation with it. It also co-operates with regional inter-parliamentary organizations, as well as with international intergovernmental and non-governmental organizations which are motivated by the same ideals. Over a hundred national parliaments are currently members of the IPU. The IPU is financed by its members out of public funds. L'Union interparlementaire est l'organisation mondiale des parlements des États souverains. Elle a été créée en 1889. Foyer de la concentration interparlementaire à l'échelle mondiale, l'Union œuvre pour le paix et la coopération entre les peuples et l'affermissement de la démocratie représentative. L'Union travaille en étroite collaboration avec l'Organisation des Nations Unies dont elle partage les objectifs et appuie les efforts. Elle coopère en outre avec les organisations interparlementaires régionales et les organisations internationales, intergouvernementales et non gouvernementales qui s'inspirent des mêmes idéaux. Plus d'une centaine de parlements nationaux sont membres de l'Union. L'Union interparlementaire est financée pas ses membres avec des fonds publics. In 1993, under further restructuring of the United Nations, this became the Department for Development Support and Management Services(DDSMS). DDSMS provided technical and managerial support and advisory services to member states of the UN, relevant research, and parliamentary services to expert groups and intergovernmental bodies. It had a twofold mandate :(i) to act as an executing agency for programs and projects relating to institution-building and human resource development in areas such as development policies and planning, natural resources and energy planning, governance and public management, and financial management and accounting;(ii) to act as a focal point for the provision of management services and implementation functions for technical cooperation.
