When around 1990 the question-arose whether a global system was needed to monitor global changes of the terrestrial ecosystems, the above experience caused the United Nations Environment Program to call a series of meetings, which resulted in the establishment of a Scientific Advisory Committee on Terrestrial Ecosystem Monitoring and Assessment(SACTEMA).

... of the World Meteorological Organization. The Global Climate Observing System was established in 1992 by four international organizations : the World Meteorological Organization(WMO), the Intergovernmental Oceanographic Commission(IOC) of UNESCO, the United Nations Environment Programme(UNEP), and the International Council of Scientific Unions(ICSU). The objectives of the Global Climate Observing System(GCOS) are to insure the acquisition of data to meet the data for : climate system monitoring, climate change detection and response monitoring especially in terrestrial ecosystems, application of climate information to national economic development, research toward improved understanding, modelling, and prediction of the climate system.

The Stockholm Conference on the Human Environment, convened by the United Nations in 1972 to consider the condition of the environment, called for an international mechanism for the exchange of environmental information. The result was The International Referral System(IRS), later renamed INFOTERRA, The Global Environmental Information Exchange Network, established in 1975 by a decision of the third session of the Governing Council of UNEP. Together with IRPTC, the Global Environmental Monitoring System(GEMS) and the Global Resource Information Database(GRID), INFOTERRA is a complement of UNEP's Earthwatch Programme and therefore plays an important part in fulfilling UNEP's global mandate of monitoring, assessment and dissemination of information on the environment, catalysing and spurring others to action at international, regional and national levels.
