MONUC will be deployed in a phased manner subject to the Secretary-General' s recommendations to the security situation on the ground.

After the signing of the Paris Agreements on 23 October 1991, UNTAC was established and replaced United Nations Advanced Mission in Cambodia(UNAMIC). The mission consisted of 7 distinct components : human rights, electoral, military, civil administration, civilian police, repatriation and rehabilitation. Although each component had specific roles, UNTAC' s main task was to hold a free and fair election in Cambodia and to give its people the tools to build a stable and peaceful future. On 4 November 1993, the Security Council noted that the goal of the Paris Agreements had been reached with the conclusion of the UNTAC' s mission.

On 10 June, 1999, the Security Council of the United Nations authorized the Secretary-General to establish in Kosovo an interim international civilian administration under which the people of the war-ravaged province could enjoy substantial autonomy. Two days later, Secretary-General Kofi Annan presented to the Council an operational concept of what since has come to be known as the United Nations Interim Administration Mission in Kosovo(UNMIK).

The United Nations Mission in Bosnia and Herzegovia(UNMIBH) is the mission which grew out of the Dayton Peace Agreement and has as its main components the UN-International Police Task Force(IPTF), Civil Affairs and Mine Action Centre(MAC). UN-IPTF, as the civilian police component, monitors the compliance by competent authorities of the two entities with civic and human rights standards as far as policing in concerned, and provides guidance for the police structures and operations. The overall aim of the mission is to promote reconciliation between civilians of all communities, to monitor political developments and inform the Secretary-General, the Security Council and the High Representative, and to assist in clearing the country mines.

The United Nations Assistance Mission for Rwanda(UNAMIR) was established in 1993 under UN Security Council resolution 918 to contribute to the security and protection of displaced persons, refugees and civilians at risk in Rwanda.
