The Voluntary Fund for Technical Cooperation in the Field of Human Rights was established in 1987 by the Secretary General. It is funded from voluntary contributions and provides technical cooperation to countries upon Government's request. Projects are implemented within the framework of the Technical Cooperation Programme, administered by the Office of the United Nations High Commission for Human Rights. A Board of Trustees was created in 1993 to assist in fund-raising and to provide expert advice and support for the Voluntary Fund. Les Fonds de contributions volontaires des Nations Unies pour la coopération technique dans le domaine des droits de l'homme a été créé en 1987 par le Secrétaire général. Il est alimenté par des contributions volontaires et fournit des services de coopération technique aux pays dont le gouvernement le demande. Des projets sont exécutés dans le cadre du Programme de coopération technique, administré par le Haut Commissaire aux droits de l'homme/Centre pour les droits de l'homme. Un Conseil d'administration a été créé en 1993 pour aider à la collecte des fonds et fournir des avis consultatifs et un appui au Fonds de contributions volontaires. Prior to the armistice, in October 1950, the United Nations General Assembly established the United Nations Commission for the Unification and Rehabilitation of Korea(UNCURK) consisting of seven Member States to represent the United Nations in bringing about the establishment of a unified, independent and democratic government of Korea. In February 1951, the United Nations Korean Reconstruction Agency(UNKRA) came into operation to help the Republic of Korea and its people toward the restoration of their war-wrecked economy. These agencies ceased to exist in 1973 and 1958, respectively. On June 25, 1998, the U. S. became the first signatory to the United Nations/Economic Commission for Europe(UN/ECE) Agreement Concerning the Establishing of Global Technical Regulations for Wheeled Vehicles, Equipment and Parts Which Can Be Fitted And/or Be Used on Wheeled Vehicles(the "1998 Agreement"). This agreement was negotitated under the auspices of the UN/ECE under the leadership of the U. S., European Community and Japan. The 1998 Agreement provides for the establishment of global technical regulations regarding the safety, emissions, energy conservation and theft prevention of wheeled vehicles, equipment and parts.
