The Pacific Flyway Council is an administrative body that forges cooperation among public wildlife agencies for the purpose of protecting and conserving migratory game birds in western North America. The Council is generally composed of one member from the public wildlife agency in each state and province in the western United States, Canada, and Mexico. Waterfowl use four major migratory routes(Pacific, Central, Mississippi, and Atlantic flyway) in North America. Because of the unique biological characteristics and relative number of hunters in these regions, states and federal wildlife agencies adopted the flyway structure for administering migratory game bird resources within the Unites States. The purpose of this Note is to explore the possibility of identifying a common framework for the reception of asylum-seekers in the context of individual asylum systems. These should be applicable globally, even given the inevitability of disparate approaches to asylum-seekers among countries and between regions.
