The Canadian and United States governments have agreed to implement a joint in-transit container targeting program. Under this program, the US Customs Service would place unarmed analysts in Canadian marine ports. These analysts will be responsible for targeting high-risk in-transit containers for examination by Canadian customs officers. Similarly, Canada will place officers at the Ports of Newark, New Jersey, and Seattle, Washington, to target containers arriving at those ports and traveling by surface transportation to Canada. Les gouvernements canadien et américain en sont venus à un accord sur la mise en œuvre d'un programme conjoint de ciblage en transit. Dans le cadre de ce programme, les services douaniers américains assigneront des analystes non armés dans des ports de mer canadiens. Ces analystes auront la responsabilité de cibler les conteneurs en transit présentant des risques élevés afin que des agents des douanes canadiens puissent les examiner. De même, le Canada assignera des agents canadiens dans les ports de Newark (New Jersey) et de Seattle (Washington) pour cibler les conteneurs qui arrivent à ces ports et sont transportés par voie de terre vers le Canada.
