The General Agreement on Trade in Services(GATS) is the first multilateral agreement covering trade in services. It was negotiated during the last round of multilateral trade negotiations, called the Uruguay Round, and came into force in 1995. The 1992 Blair House Memorandum of Understanding on Oilseeds(or Blair House Agreement) between the United States and the European Union was an important element of the final Uruguay Round Agreement for agriculture. Under the Agreement, EU [European Union] oilseed plantings(rapeseed, sunflowerseed and soybeans) for food purposes are limited to an adjusted maximum guaranteed area(MGA) for producers benefitting from crop specific oilseeds payments. The Agreement on Government Procurement(GPA) is to date the only legally binding agreement in the WTO focusing on the subject of government procurement. Its present version was negotiated in parallel with the Uruguay Round in 1994, and entered into force on 1 January 1996.
