In 1976 a Caribbean forum was created under the sponsorship of the United Nations Economic Commission for Latin America(ECLA) and UNEP. An Action Plan from the Wider Caribbean was approved by twenty-two nations and territories, including the United States of America, in 1981. The governments of the Caribbean approved supporting resolutions dealing with the program implementation, financing, and institutional arrangements when they adopted the Action Plan.
