The Voluntary Fund for Technical Cooperation in the Field of Human Rights was established in 1987 by the Secretary General. It is funded from voluntary contributions and provides technical cooperation to countries upon Government's request. Projects are implemented within the framework of the Technical Cooperation Programme, administered by the Office of the United Nations High Commission for Human Rights. A Board of Trustees was created in 1993 to assist in fund-raising and to provide expert advice and support for the Voluntary Fund. SICOFAA is the acronym for the System of Cooperation among the American Air Forces. Its membership is voluntary and totally apolitical. Its main purpose is to promote and strengthen the bonds of friendship prevalent in the Air Forces of the American Continent, members of the System, as well as to achieve the mutual support among them through their cooperation to act jointly when directed to do so by their respective governments. Currently, the System has 18 American Air Forces : Argentina; Bolivia; Brazil; Canada; Chile; Colombia; Dominican Republic; Ecuador; El Salvador; Guatemala; Honduras; Nicaragua; Panama; Paraguay; Peru; United States of America; Uruguay and Venezuela. In addition, there are six observer countries in the System : Belize, Costa Rica, Guyana, Haiti, Jamaica and Mexico. The member Air Forces have the right to voice and vote, while the observer countries can only voice their concerns but have no vote. SICOFAA es el apócope del Sistema de Cooperación entre las Fuerzas Aéreas Americanas.
