The Voluntary Fund for Technical Cooperation in the Field of Human Rights was established in 1987 by the Secretary General. It is funded from voluntary contributions and provides technical cooperation to countries upon Government's request. Projects are implemented within the framework of the Technical Cooperation Programme, administered by the Office of the United Nations High Commission for Human Rights. A Board of Trustees was created in 1993 to assist in fund-raising and to provide expert advice and support for the Voluntary Fund. Les Fonds de contributions volontaires des Nations Unies pour la coopération technique dans le domaine des droits de l'homme a été créé en 1987 par le Secrétaire général. The(International Monetary Fund) IMF has developed a Code of Good Practices on Fiscal Transparency(the Code) which, if fully implemented, should provide assurances to the public and to markets that a clear picture of the structure and finances of government is available, and that the soundness of fiscal policy can be reliably assessed. While all countries are encouraged to adopt the good practices proposed in the Code, implementation is voluntary. There must be a clear definition of the community served by a particular practitioner, agency or IHS in order to plan and fund services based on a capitation model. The patient roster identifies the patients served and paid for in a particular practice. Rostering, which is often referred to as enrollment or registration, can be organized in a number of ways, including geography, affinity groups and disease groups. Enrollment is generally voluntary. When the patient rosters, he/she is guaranteed a certain package of services. In return, the patient is committed to receiving his or her services within the practice, agency or IHS to which he or she is rostered. Is the HSB a special case? Is it possible to generalise the analysis of the HSB movement and to extend it to other organisations, or is this housing co-operative federation a very special case? It is the contention of this paper that the results are of general interest and with relevance for a wide range of organisations, especially those within the non-profit and voluntary sectors. Of course, it is not possible to, within the limits of this paper, to prove this. However, some indications in favour of this position will be put forward.
