StratSat provides a geo-stationary platform at 20 km altitude capable of remaining on-station for up to five years. Payloads include high speed Internet services, direct broadcast TV, mobile telecommunication, etc. The envelope operates as a super-pressure hull(i. e. with no ballonet pressure control system). The hull will be of laminated fabric construction with Tedlar/Teflon, helium/weather barrier developed from AT-10/04. Multiple catenary curtain system supporting a payload module enclosed completely by the envelope. [The] payload module... comprises a single structural module with an externally mounted payload/mission system. The payload module provides a home for all of the airship's primary systems except for the propulsion system. The systems are close packed within the highly insulated module ensuring efficient heat and energy management. The payload module is pendulum stabilised within the envelope. The solar array provides the sole source of renewable energy for the airship. The array is placed over the upper quarter of the hull and extends over approximately three-quarters of the length of the craft. The array can be realigned to the daily sun location/angle by the roll rotation of the whole airship. The energy collected by the solar array is stored for use during the night in the series of batteries. Located in the stored for use during the night in a series of batteries. Located in the payload module, the batteries run the propulsion system, airship services and provide power to the mission system for up to 14 hours(during winter). The Keetch Byram Drought Index(KBDI) provides a daily measure of soil dryness, which, in turn, gives an indication of water stress in plants. The KBDI represents the net effect of precipitation and evapotranspiration in producing cumulative moisture deficiency in deep duff or upper soil layers. The KBDI has a range from 0(no drought or soil moisture deficiency, i. e. soil at field capacity) to 2000(extreme drought, maximum soil moisture deficiency possible). The index can be viewed as the amount of rain needed to bring the soil back to saturation, with one mm of rain reducing the index by 10 points. The 0-2000 point scale is divided into three drought classes : 0-999=Low; 1000-1499=Moderate; 1500-2000=High. The KBDI is simple to calculate as it uses only two, daily weather observations-maximum temperature and 24-hour rainfall. The system functions in a book-keeping fashion where estimates of daily evapo-transpiration and measurements of precipitation increase or decrease the value of yesterdays index. The KBDI by itself is not a Fire Danger Rating System as it gives no indicate of the ease of ignition of the vegetation, or of the rate of fire spread, fire intensity and difficulty of control. It does however serve as a useful measure of drought occurrence.

The San Jose/Santa Clara Water Pollution Control Plant(Plant)... Over the past several years, the service area population of the Plant has grown significantly. The total dry-weather influent volume from ultimate build-out of the Plant's service area is projected to be 180 million gallons per day(mgd), which is the recommended value for setting aside land required for ultimate wastewater treatment capacity for the future. Wet weather peak flow capacity issues will require additional land be set aside.

Continued growth in the Mendenhall and Lemon Creek Valleys required new wastewater collection systems. Ten new pumping stations and associated interceptor sewers were added to carry wastewater to the ABF Facility. Development continued and 1982, the ABF Facility was treating 2.0 mgd daily and was again over design capacity during wet weather peak flow periods with influent flows of 4.0+ mgd. Correction of inflow and infiltration (1 and 1) in the collection system began. However, an expansion of treatment capacity was required by the Environmental Protection Agency (EPA) to reduce the numerous discharge permit violations.

Controlled or engineered intensity means that runway lights having practical pinpoint sources, with the beam aimed in the direction of the incoming pilot, could have the intensity of this beam controlled by either shifting the beam axis or more generally by varying the brightness of the lamp. Thus, high candle power is available to "punch through" heavy weather, but it is subject to brightness control for visual comfort.
