In late 1997, Environment Canada's Prairie and Northern Region decided to re-organize its weather service program along a "centre of expertise" model. All aviation forecast services were consolidated in Edmonton, along with forecasting responsibility for the Canadian Arctic. The Prairie Aviation and Arctic Weather Centre(PAAWC) produces aviation forecasts for the three prairie provinces, the Northwest Territories, and Nunavut(just over 50% of Canada by area), and it looks after 1/3 of the aerodrome forecasts(TAFs).

StratSat provides a geo-stationary platform at 20 km altitude capable of remaining on-station for up to five years. Payloads include high speed Internet services, direct broadcast TV, mobile telecommunication, etc. The envelope operates as a super-pressure hull(i. e. with no ballonet pressure control system). The hull will be of laminated fabric construction with Tedlar/Teflon, helium/weather barrier developed from AT-10/04. Multiple catenary curtain system supporting a payload module enclosed completely by the envelope. [The] payload module... comprises a single structural module with an externally mounted payload/mission system. The payload module provides a home for all of the airship's primary systems except for the propulsion system. The systems are close packed within the highly insulated module ensuring efficient heat and energy management. The payload module is pendulum stabilised within the envelope. The solar array provides the sole source of renewable energy for the airship. The array is placed over the upper quarter of the hull and extends over approximately three-quarters of the length of the craft. The array can be realigned to the daily sun location/angle by the roll rotation of the whole airship. The energy collected by the solar array is stored for use during the night in the series of batteries. Located in the stored for use during the night in a series of batteries. Located in the payload module, the batteries run the propulsion system, airship services and provide power to the mission system for up to 14 hours(during winter). Pilot Balloon slide rules... were used by meteorologists in the weather services and military units of the United Kingdom to determine the upper wind velocities from an ascending hydrogen or helium filled Pilot Balloon... The position of the Pilot Balloon is tracked by means of one or two theodolites at one minute intervals. The Pilot Balloon slide rule is used to convert the observed azimuth and elevation readings into wind velocity and direction records. The use of slide rules and plotting boards was abandoned with the wide spread adoption of computers and programs to do the calculations, as well as the decline in the use of optical pilot balloon theodolites.

The SEM subsystem consists of four instruments used for in situ measurements and monitoring of the near-earth (geostationary altitude) space environment and for observing the solar X-ray output. The Standard Rain Gauge(SRG) is similar to the Universal in diameter but is simply a can that collects precipitation to be read manually. Environment Canada offers High Arctic accommodation, facilities and services to support graduate students enrolled in master's or doctoral studies at a Canadian university. Preference is given to environmental research proposals in the physical and/or biological sciences for which a location at a High Arctic weather station at Eureka is demonstrably advantageous. Opportunities are not confined to students engaged in weather-related studies. The program is administered by the Association of Canadian Universities for Northern Studies.
