The Convention on Wetlands is an intergovernmental treaty adopted on 2 February 1971 in the Iranian city of Ramsar, on the southern shore of the Caspian Sea. Thus, though nowadays the name of the Convention is usually written "Convention on Wetlands(Ramsar, Iran, 1971) ", it has come to be known popularly as the "Ramsar Convention"... The official name of the treaty-The Convention on Wetlands of International Importance especially as Waterfowl Habitat-reflects its original emphasis on the conservation and wise use of wetlands primarily to provide habitat for waterbirds. Over the years, however, the Convention has broadened its scope to cover all aspects of wetland conservation and wise use, recognizing wetlands as ecosystems that are extremely important for biodiversity conservation in general and for the well-being of human communities. For this reason, the increasingly common use of the short form of the treaty's title, the "Convention on Wetlands", is entirely appropriate. The Convention entered into force in 1975... UNESCO serves as Depositary for the Convention, but its administration has been entrusted to a secretariat known as the "Ramsar Bureau", which is housed in the headquarters of IUCN-The World Conservation Union in Gland, Switzerland, under the authority of the Conference of the Parties and the Standing Committee of the Convention

Hunter-trapper fire. This is the all-around cooking fire without an equal. It has been so regarded since first the pioneer stepped foot on the American continent, and it is still the favourite today. Save for one thing--it takes wood aplenty, and in some places wood is becoming increasingly scarce. But there are variants and modifications for such a scarcity.

What are the advantages of the hunter-trapper? The side-logs confine the heat without exposing it to all outdoors, radiating it upward onto the utensils, and at the same time offer support for the pots without the trouble or erecting a lug-pole or crane... When wood is scarce and side-logs are not to be found or it is not wise to burn them, stones may be substituted--a row of large stones along each side, or many small ones built up to a height of five or six inches.

Il est employé: 1-Pour rétablir l'équilibre entre les branches charpentières en supprimant celles qui sont trop vigoureuses. 2-Pour arrêter le développement de la partie supérieure afin d'éviter le dénudement de la base [...] 3-Enfin, pour ramener à des dimensions moindres un arbre languissant dont le système radiculaire n'est pas en proportion avec le développement de la charpente. On pourrait ajouter encore: pour maintenir la croissance des arbres dans les limites permises par l'emplacement qui leur est réservé, et, en cas d'accidents, pour rétablir l'équilibre rompu. L'élagage n'est donc pas comme la taille une pratique courante mais une opération occasionnelle, et, si des tailles régulières ont été faites en temps voulu, l'élagage peut être réduit à des proportions très modestes.

Les opérations diverses d'élagage ont reçu des noms spéciaux. L'étêtage (rabattage ou écimage) consiste à enlever une partie de la tête de l'arbre. Le rapprochement est le raccourcissement des branches de charpente. Le ravalement indique la suppression des branches presque au ras du tronc. L'éclaircissage comprend la suppression des branches inutiles. Enfin l'émondage consiste à enlever les pousses qui se développent sur le tronc à la suite de suppressions importantes. Ajoutons encore le démontage qui comprend le ravalement de toutes les branches au ras du tronc, et précède l'abattage de l'arbre.

Logically, it follows that any exposure to radiation, no matter how small, carries some risk and that any reduction in exposure, even from an already very low level, confers some benefit. However, it is not always appreciated that the absence of a "safe" threshold is a theoretical assumption and a safety precaution rather than something that can be proven. It is also not well understood that the toxic effects of radiation, for which there is no defined safe level, may not differ fundamentally from those of some chemical toxins for which a "safe" level in the body or in the environment has been declared.

Complicating the problem of public perceptions of the level of risk associated with radioactive wastes is the confusion induced by two fundamental principles of radio-biological and radiation protection theory. The first is the "no-threshold" hypothesis, and the second is the "as low as reasonably achievable, "or ALARA, principle. The first principle holds that there is no threshold below which exposure to radiation is entirely safe. The "no threshold" hypothesis-that any exposure to ionizing radiation, no matter how small, will increase the probability of a harmful consequence to an exposed individual-is an important scientific concept.... it is generally agreed that it is wise to err on the side of safety and work from the assumption that there is no safe level.
