The World Data Centre for Greenhouse Gases(WDCGG) is a World Data Centre(WDC) operated under the Global Atmosphere Watch(GAW) programme of the World Meteorological Organization(WMO) by the Japan Meteorological Agency(JMA). In response to a request from WMO, the WDCGG was established at JMA in 1990.

WDCGG serves to collect, archive and distribute data on greenhouse gases ... and other related gases ... in the atmosphere and elsewhere as observed under the GAW programme. ... The Aircraft to Satellite Data Relay(ASDAR) programme is sponsored by an International meteorological group in order to augment the collection of upper air meteorological data, and thereby improve the accuracy of global weather forescasting. It has been developed by Matra Marconi Space, UK in collaboration with the WMO to enable aircraft to generate and transmit real-time meteorological reports via geostationary meteorological satellites for global relay. It is an automated system offering significant advantages, including reduced crew responsibility delays and errors. ASDAR, operating in conjunction with meteorological satellites, has proved to be a versatile tool in obtaining meteorological data automatically from flights over both oceans and continents, especially over areas not serviced by meteorological stations. In addition, during the ascent and descent phases of the aircraft, observations at regular pressure intervals provide a detailed vertical atmospheric temperature profile near the airports. The meteorological data provided by this system has proved to be very useful for improving the weather forecasting service.

CLICOM : Acronym for CLImate COMputing which, along with INFOCLIMA, is a WCDMP [World Climate Data and Monitoring Programme] project to coordinate the implementation, maintenance and upgrading of automated climate data management procedures and systems in WMO [World Meteorological Organization] member countries. CLICOM is a system for the collection, quality control and archiving of climate data and the production of climate applications products. WMO Meteorological codes are defined by the World Meteorological Organization in WMO Manual No. 306. The codes are composed of a set of values defined in tables with reference to specific position within strings of information. These defined values make up a code form and binary codes are made up of groups of letters representing meteorological or other geophysical elements. Different code forms are used to represent different types of observations or products. In messages, these groups of letters are transcribed into figures indicating the value of state of the elements described. The National Weather Service and other U. S. governmental agencies have developed additional codes and identification structures as supplements to the WMO codes and message identification systems.

The First World Climate Conference was one of the first major international meeting on climate change. Held on 12-23 February 1979 in Geneva, the Conference was sponsored by the World Meteorological Organization WMO and a number of other international bodies. Essentially a scientific conference, it was attended by scientists from a wide range of disciplines. In addition to the main plenary sessions, the conference organized four working groups to look into climate data, the identification of climate topics, integrated impact studies, and research on climate variability and change.

The importance of meteorology to agriculture, internationally, was probably recognized at least as early as 1735 when the Directors of European meteorological services first met to discuss meteorology on an international scale. The first reference to co-operation between meteorology and agriculture as in correspondence between the International Meteorological Organization(IMO) and certain national institutes of agriculture and forestry, seeking an exchange of meteorological information and data. A formal Commission for Agricultural Meteorology of IMO was appointed in 1913 but a meeting was delayed by the First World War. The Commission was re-constituted in 1919 and held its first meeting at Utrecht, The Netherlands, in 1923. Subsequently it held six additional meetings; the seventh and last being at Toronto in Canada 1947. Policies and programmes of this last meeting of the IMO/CAgM became the foundation of the new CAgM under WMO.

The Meteosat Data Collection System is the regional system for the Meteosat coverage areas. 33 regional telecommunications channels are used to relay environmental data to the PGS in Fucino. The GPCC(Global Precipitation Climatology Centre) is a central element of the Global Precipitation Climatology Project(GPCP) which was established by the WMO/ICSU [World Meteorological Organization/International Council of Scientific Unions] Joint Scientific Committee for the World Climate Research Programme [WCRP] at its Seventh Session(Lisbon, March 1986). The GPCC itself was established in August 1988 at the "Deutscher Wetterdienst"("DWD", National Meteorological Service of Germany) starting with a research and development phase. The GPCC is now going to be operational, and it is operated by the DWD as a contribution to international climate observation and research activities. The GPCC has internationally defined functions. In the future, the GPCC will act as a GCOS [Global Climate Observing System] specified global data centre for precipitation, and in this role, it will continue to participate in the GPCP, as agreed by WCRP, GCOS, and DWD. It also co-operates with WCP-Water, Global Runoff Data Centre(GRDC), UNEP-GRID Programme, and FAO Water-Department.

EMEP [European Monitoring and Evaluation Programme, founded by UNECE, WMO and UNEP] collects precipitation chemistry data from 106 ground level monitoring stations in 25 European countries. The data are collected daily and are analysed to establish the transportation patterns of essential pollutants. The Network for the Detection for Stratospheric Change(NDSC) is a set of high-quality remote-sounding research stations for observing and understanding the physical and chemical state of the stratosphere. Ozone and key ozone-related chemical compounds and parameters are targeted for measurement. The NDSC is a major component of the international upper atmosphere research effort and has been endorsed by national and international scientific agencies, including the International Ozone Commission, the United Nations Environment Programme(UNEP), and the World Meteorological Organization(WMO).

The Working Group on Numerical Experimentation(WGNE), jointly established by the Joint Scientific Committee on the WCRP and the WMO Commission for Atmospheric Sciences(CAS) has the responsibility of fostering the development of atmospheric circulation models for use in weather prediction and climate studies on all time scales and diagnosing shortcomings. WGNE promotes co-ordinated numerical experimentation for validating model results, observed atmospheric properties, exploring the natural and forced variability and predictability of the atmosphere,(e. g the Atmospheric Model Intercomparison Project, AMIP), as well as studies aimed at refined numerical techniques, and the formulation of atmospheric physics processes. WGNE also monitors the advances in data assimilation and analysis methods and is the focal point in WCRP for encouraging and reviewing the reanalysis projects carried out at various centres with fixed state-of-the-art assimilation systems providing a multi-year homogenous data set for a range of atmospheric and climate diagnostic studies.

The World Ocean Circulation Experiment (WOCE) is by far the largest, most ambitious oceanographic experiment ever carried out. The WOCE observational program began in 1990, but the origins of WOCE go back to the late 1970s. The experiment has involved the efforts of more than 40 nations over a period of more than 10 years, making use of several different satellites, dozens of ships, and thousands of instruments ... Le SMISO, créé conjointement par l'OMM et la COI en 1968, est le premier système opérationnel d'observation de l'océan. Il a pour objectif de fournir la cueillette en temps réel, l'échange et le traitement des observations d'océanographie physique des couches superficielles de l'océan à partir de diverses plates-formes d'acquisition de données, dont des navires de recherche et des bouées. Les données ainsi reçues sont toujours plus nombreuses. Près de 150 navires et 450 bouées transmettant régulièrement des rapports via le Système mondial de télécommunications (SMT). Le SMISO regroupe les travaux de coopération de ses États membres, et appuie des programmes régionaux, nationaux et mondiaux.

The synoptic code is the WMO standard method for transmitting surface weather information via communications circuits. Le code synoptique. Le code météorologique international FM 12-IX SYNOP est utilisé pour transmettre les observations synoptiques de surface des stations terrestres, observations effectuées de façon manuelle ou automatique. Ce code est appelé FM 13-IX SHIP lorsqu'il est utilisé pour transmettre des observations similaires effectuées à partir d'une station manuelle ou automatique maritime. Le code synoptique normal comprend six groupes numérotés de 0 à 5, chacun d'entre eux composé d'un code de 5 chiffres. La plupart des groupes des sections 0 à 5 commencent par un indicateur numérique et ces indicateurs sont numéroté successivement à l'intérieur de chaque section. Les indicateurs numériques identifient un groupe particulier contenant toujours les mêmes éléments atmosphériques. De ce fait, l'omission qu'elle soit accidentelle ou volontaire de chacun des groupes ne doit pas empêcher l'identification des autres groupes. De toute façon, le code permet l'omission d'un groupe dont les éléments atmosphériques sont absents ou ne peuvent être observés.

A flow forecasting system for the Niger river basin-contributing basin 1. 2 million km2-was funded by WMO. The network comprised 65 stations measuring river level and rainfall, linked by satellite to an international forecasting centre in Niamey and to national forecasting centres in each of the eight participating countries. Each of the stations also transmitted diagnostic data to facilitate preventative maintenance. The network was able to forecast flows up to 3 months in advance, making it a valuable tool for water management and agricultural production.

In this method the cyclone is assumed to consist of an environment, an yewall and an eye. The calculation of the maximum potential intensity requires a vertical sounding of temperature, the surface pressure and the surface air temperature. The soundings used in this study were taken at Isla Socorro, Mexico(latitude 18. 72 N, longitude 110, 95 W, WMO 76723) during the period from 1994-97. This location was chosen because the small size of the island should cause only a minor effect on the sounding and the data should provide a good sample of the thermodynamic state of the atmosphere over the Eastern North Pacific Ocean.

World Radiation Data Center deals with the collection and processing of solar radiation data obtained at the World Radiation Network stations.

The World Radiation Data Centre(WRDC) is one of specialized World Meteorological Organization(WMO) Data Centres located at Voeikov Main Geophysical Observatory(MGO). The WRDC had been founded in 1964 and since that time it continuously collects, processes, archives and distributes solar radiation data received at the world radiometric network. The WRDC is issuing periodic bulletin "Solar Radiation and Radiation Balance Data. The World Network".

[The] Intersecretariat Committee on Scientific Programmes Relating to Oceanography(ICSPRO)... was established in 1969, independent of the ACC, for the purpose of enlisting and coordinating interagency support for the scientific programmes of the IOC, which was established in 1960. Its mandate and membership is thus more limited than that of the ACC Subcommittee, with a focus on marine scientific research and support services. ICSPRO now meets for one or two days in connection with annual sessions of the ACC Subcommittee and currently its work is focused primarily on developing and coordinating contributions of UN agencies to the 1998 International Year of the Ocean(an initiative of UNESCO and proclaimed in 1994 by the General Assembly) and to "Expo ’98" in Lisbon, an international event entitled "The Oceans : A Heritage for the Future. "Its work thus does not overlap that of the Subcommittee. The members of ICSPRO are the UN(DOALOS), UNESCO(IOC), IMO, WMO, FAO and UNEP.
