Since the beginning of our French colony, the habitants of New France created a rowdy tradition of getting together just before Lent to eat, drink and be merry. At this time, this intense period of revelry was already designated as the Carnival-a word of Italian origin meaning Mardi Gras. The custom of celebrating from the end of January until mid-February has long been popular. The first large winter Carnival in Québec City, the world's snow capital, took place in 1894. Often faced with winter's hardships, the city's population reinvented this popular tradition with a winter celebration that warmed up the hearts of all of it revellers. Interrupted by two wars, then the economic crisis of 1929, the Carnival was held sporadically until the second half of the century. In 1954, in the context of the economic development of the Old Capital, a group of business people relaunched the festivities. That year, Bonhomme was born and elected the event's representative. The first official edition of the Québec Winter Carnival took place in 1955. Dès les débuts de la colonie française les habitants de la Nouvelle-France avaient pris l'habitude de se réunir pour fêter un bon coup, juste avant la période du carême. Déjà, à cette époque, le carnaval - un mot d'origine italienne qui signifie mardi gras - désignait cette période intense de célébrations. La tradition de fêter de la fin janvier jusqu'à la mi-février ne date pas d'hier. À Québec, dans la Capitale mondiale de la neige, le premier grand carnaval d'hiver est lancé en 1894. Ainsi, une population souvent éprouvée par les rigueurs hivernales, ranimait une tradition populaire et mettait sur pied une fête des neiges qui réchaufferait les cœurs. Interrompu par les deux guerres et la grande crise économique de 1929, le Carnaval resurgit sporadiquement jusqu'à la deuxième moitié du siècle. En 1954, dans une perspective de développement économique de la Vieille Capitale, un groupe de gens d'affaires relance la fête. Bonhomme naît en 1954 et est élu représentant de l'événement. La première édition du Carnaval d'hiver de Québec a lieu en 1955. The Ontario Network of Employment Skills Training Projects(ONESTEP) is a province-wide umbrella organization for the community-based training and employment(CBTE) sector. More than 450 programs are provided by our member agencies, with over 250, 000 clients served each year. Services include but are not limited to : career and personal counseling; literacy, ESL and numeracy programs; job-finding clubs; computer courses; sector-specific training(finances, tourism, healthcare) and job placement. Since its incorporation in 1987, ONESTEP has been governed by a volunteer board of directors drawn from member agencies. Since 1980, Septembre 27 is celebrated by the World Tourism Organization as World Tourism Day. It was established at the Third Session of the WTO General Assembly in Torremolinos, Spain, in Septembre of 1979. The purpose of this day is to display awareness that tourism is vital to the international community and to show how it affects the social, cultural, political and economic values worldwide. C'est lors de sa troisième session (Torremolinos, Espagne, septembre 1979) que l'Assemblée générale de l'Organisation mondiale du tourisme (OMT) décida d'instituer, à compter de l'année 1980, une «Journée mondiale du tourisme» à célébrer le 27 septembre de chaque année par des manifestations adaptées au thème choisi par l'Assemblée générale, sur recommandation du Conseil exécutif de l'OMT. Cette date a été retenue parce qu'elle marque un jalon important pour le tourisme mondial : l'anniversaire de l'adoption des Statuts de l'OMT le 27 septembre 1970. En su tercera reunión (Torremolinos, España, septiembre de 1979), la Asamblea General de la Organización Mundial del Turismo (OMT) decidió instituir a partir de 1980 un Día Mundial del Turismo que se conmemoraría el 27 de septiembre de cada año con actos adecuados sobre temas que seleccionaría la Asamblea General de la OMT por recomendación de su Consejo Ejecutivo de la OMT. La elección de esta fecha obedece a su coincidencia con un importante jalón en el turismo mundial: el aniversario de la adopción de los Estatutos de la OMT el 27 de septiembre de 1970. The OECD Tourism Committee is in a unique position to serve as an international forum for co-ordinating policies and actions. The OECD is the only global forum for discussions of tourism policies among industrialised countries. Once a year, the OECD brings together senior policy makers in the tourism area to discuss major industry developments, takes action when required, assembles material on policies and contributes to the work of other parts of the OECD. The OECD Tourism Committee also co-operates with the World Tourism Organisation, the European Union and the International Labour Organisation. Le Comité du tourisme de l'OCDE offre donc un cadre unique en son genre pour la coordination au niveau international des politiques et des actions. L'OCDE est le seul forum mondial dans lequel les pays industrialisés peuvent procéder à des débats sur leur politique du tourisme. Une fois par an, le Comité du tourisme de l'OCDE réunit des décideurs de haut niveau dans le domaine du tourisme pour débattre des principales évolutions intéressant ce secteur, prendre des initiatives en fonction des besoins, réunir des éléments d'information sur les politiques et contribuer aux travaux menés dans d'autres secteurs de l'OCDE. [The] deputy permanent secretary of Tourism in the Ministry Environment and Tourism, confirmed this week that the SADC [Southern Development Community] univisa should be operational by the end of next year but added that not all SADC countries will automatically be included in the group of countries in which the visa will be valid.
