The MTSCP was initiated in January 2003 with a commitment to introduce background checks of workers at marine facilities and ports. Her purpose is to reduce the risk of security threats by preventing unlawful interference with the marine transportation system by conducting background checks on marine workers who perform certain duties or who have access to certain restricted areas. The MTSCP will enhance the security of the marine transportation system, benefiting the public, passengers, marine workers, and operators of vessels, ports and marine facilities. The MTSCP is not a new program. Ultra wideband broadcasts digital pulses that are timed very precisely on a carrier signal across a very wide spectrum(number of frequency channels) at the same time. Transmitter and receiver must be coordinated to send and receive pulses with an accuracy of trillionths of a second. Because of its high reactivity, chemiluminescent detection has become the most practical way of detecting ozone. The chemiluminescent reaction used in NO_x monitors is also used in some chemiluminescent ozone monitors. Because of interference with NO ambient background levels, the device most widely used is one which employs a chemiluminescent reaction with ethylene. This reaction is fast and of a high intensity.
