The Management, Resources and Results Structure(MRRS) policy replaces the 1996 Planning, Reporting and Accountability Structure(PRAS) policy framework. It takes effect on April 1st, 2005. A Management, Resources and Results Structure provides a common, government-wide approach to the collection, management and public reporting of financial and non-financial information. It is meant to : Identify and define the strategic outcomes linked to a department's mandate and core functions; Provide a logical organization or architecture of the programs and activities being delivered in support of the department's strategic outcomes; Reflect the way a department is managed to achieve results with the resources allocated to it year after year; Illustrate the various decision-making mechanisms and accountabilities that exist within the department to manage programs and activities towards the achievement of results; Link each level and element of the Program Activity Architecture to planned and actual information on resources and results; and Provide a performance measurement strategy to enable departments to adjust program design and spending to better achieve results. In essence, the MRRS is intended to be a useful management tool that provides departments, central agencies and parliamentarians alike the framework needed to support results-based management practices across the federal government, demonstrate value for money, as well as provide key stakeholders with the information necessary to support decision-making. Furthermore, the MRRS, which replaces the Planning, Reporting and Accountability Structure(PRAS) Policy framework, will serve as the basis to report to Parliament through the Estimates and Public Accounts.

Elle vise à : cerner et définir les objectifs stratégiques liés au mandat et aux fonctions clés d'un ministère; présenter l'organisation ou l'architecture logique des programmes et activités à l'appui des objectifs stratégiques du ministère; mettre en évidence la façon dont les ministères sont gérés pour obtenir des résultats grâce aux ressources qui leur sont confiées année après année; illustrer les divers mécanismes décisionnels et responsabilités que les ministères ont mis en place pour administrer leurs programmes et activités en vue d'obtenir des résultats; associer chaque niveau et élément de l'Architecture des activités de programmes à planifier aux données réelles sur les ressources et les résultats; et fournir une stratégie de mesure du rendement afin de permettre aux ministères d'ajuster leurs dépenses et la conception de leurs programmes pour obtenir de meilleurs résultats. Essentiellement, la SGRR est censée constituer un outil de gestion utile qui fournit aux ministères, aux organismes centraux et aux parlementaires le cadre nécessaire pour appuyer des pratiques de gestion axées sur les résultats à l'échelle du gouvernement fédéral, faire la preuve de l'optimisation des ressources et transmettre aux principaux intervenants l'information nécessaire à la prise de décisions. En outre, la SGRR, qui remplace la Structure de planification, de rapport et de responsabilisation (SPRR), servira d'assise pour les rapports au Parlement par le biais du Budget des dépenses et des Comptes publics.

This summer’s record-busting hot spell ... has aroused an extraordinary response. ... Many Americans have found themselves concerned ... about the whole bruised and abused human habitat. Soggy, unremitting heat sometimes seemed a symptom of general ecological collapse. ... Ecophobia, as the mood might be called, has not been induced by the hot spell alone .... The combination of heat and pollution gave a "sense of foreboding" ... [and provoked] apprehensions about ecological dangers .... Ecophobia ... is not likely to disappear ... [because] there is sufficient cause for fear about almost every aspect of the human environment.

Briefly, "ecophobia" is an irrational(often hysterical) and groundless hatred of the natural world, or aspects of it. Such fear of the agency of Nature plays out in many spheres. The personal hygiene industry relies on it, since capital-driven notions about personal cleanliness assign us preference for perfumes(for some more than others) over natural bodily odors; the cosmetic industry(in its passion for covering up Nature's "flaws" and "blemishes") uses it; beauticians and barbers(in their military passion for cutting back natural growths) are sustained by it; city sanitation boards display it in their demands that residents keep grass short to prevent the introduction of "vermin" and "pests" into urban areas; landscaped gardens, trimmed poodles in women's handbags on the Seoul subway system--anything that amputates or seeks to amputate the agency of Nature and to assert a human order on a system that follows different orders is, in essence, ecophobic. Ecophobia is a subtle thing that takes many forms.

The fact that the word "status" does not restrict the statute in the manner proposed by the appellants is clear from the way the term has been qualified in the case law, and in the submissions of the parties. The very issue in this appeal has been characterized as whether s. 5(1) of the Code includes complaints based on "relative status" as opposed to "absolute status". The essence of the appellants’ argument is that the ordinary meaning of the word "status" refers to an absolute condition; the inclusion of relative status within the scope of the definition would require the addition of a qualification. Moreover, the terms "marital status" and "family status" are in themselves relative. That is, they require the existence or absence of a relationship with another person. To restrict its meaning to the absolute would ignore the very condition that brings the status into being in the first place.

Qui plus est, les termes « état matrimonial » et « état familial » sont en eux-mêmes relatifs, c'est-à-dire qu'ils requièrent l'existence ou l'absence d'un lien avec une autre personne. Limiter le mot « état » à son sens absolu serait faire abstraction de la situation même qui donne naissance à l'état concerné.
