The WMO Eleventh World Meteorological Congress(May 1991) decided that a Co-ordinating Committee for the World Climate Programme(CCWCP) should be established to provide overall co-ordination between the four components of the World Climate Programme and effective communication and co-ordination with other related international climate activities; and that, in consultation with UNEP, UNESCO and its IOC, FAO and ICSU, and other relevant organizations. Following this decision, the WMO Executive Council at its forty-third session(May 1991) formulated the terms of reference and identified the membership of the Committee. Au onzième Congrès météorologique mondial de l'OMM (mai 1991), il a été décidé de créer un Comité de coordination pour le Programme climatologique mondial (CC-PCM) afin d'assurer la coordination générale des quatre composantes du Programme climatologique mondial, ainsi qu'une liaison et une coordination efficaces avec d'autres activités internationales relatives au climat, et ce en consultation avec le PNUE, l'UNESCO (COI), la FAO et le CIUS, ainsi que d'autres organisations concernées. Pour donner suite à cette décision, le Conseil exécutif de l'OMM, lors de sa quarante-troisième session (mai 1991), a formulé le mandat du Comité de coordination et en a déterminé les membres. The GPCC(Global Precipitation Climatology Centre) is a central element of the Global Precipitation Climatology Project(GPCP) which was established by the WMO/ICSU [World Meteorological Organization/International Council of Scientific Unions] Joint Scientific Committee for the World Climate Research Programme [WCRP] at its Seventh Session(Lisbon, March 1986). The GPCC itself was established in August 1988 at the "Deutscher Wetterdienst"("DWD", National Meteorological Service of Germany) starting with a research and development phase. The GPCC is now going to be operational, and it is operated by the DWD as a contribution to international climate observation and research activities. The GPCC has internationally defined functions. In the future, the GPCC will act as a GCOS [Global Climate Observing System] specified global data centre for precipitation, and in this role, it will continue to participate in the GPCP, as agreed by WCRP, GCOS, and DWD. Founded in 1973 at Addis Ababa, Ethiopia through the unification of the ALL-African Trade Union Federation(AATUF), the African Trade Union Confederation(ATUC), and the Pan-African Workers’ Congress, the OATUU is a specialized agency of the Organization of African Unity(OAU). The organization remains unaffiliated to any international trade union confederation, but maintains fraternal relations with trade union organizations worldwide.
