The BC SPCA is a non-profit organization dedicated to protecting and enhancing the quality of life for domestic, farm and wild animals in British Columbia. Through its 37 branches located around BC and its provincial office in Vancouver, the BC SPCA responds to 200, 000 animal-related calls each year and provides a wide range of services for nearly 60, 000 homeless, abused, and abandoned animals around the province. Perhaps the most important farm implement used by the early settlers was the animal drawn plough. It was used to dig the soil and make it softer and better for the crops to grow. On December 5, 2000, the EU [European Union] Farm Council met to discuss the Bovine Spongiform Encephalopathy(BSE) situation in the EU and develop regulations relating to feeding rendered products to livestock.... It is believed that BSE is transmitted through the feeding of rendered products from infected animals. As a result, the EU farm council has proposed a 6 month ban on feeding rendered products to livestock beginning in January 2001. This proposal bans the use of all animal protein meals from feeds including feather meal and blood meal. Two types of balances have been prepared from the data compiled on hog farming operations in Quebec. These balances are based essentially on the fact that the only method of manure disposal available to Quebec' s hog farmers, is, in practice, application to agricultural lands. The first balance thus reflects the environmental pressure which the hog industry places on these lands, that is, the animal load per hectare of crop land.
