STEP is currently the major activity of the Scientific Committee on Solar-Terrestrial Physics, which was established by the International Council of Scientific Unions in 1987. The goal of STEP is to advance the quantitative understanding of the coupling mechanisms responsible for the transfer of energy and mass from one region of the solar-terrestrial system to another. The program seeks to improve the predictability of the effects of the variable components of solar energy and disturbance on the terrestrial environment, on technological systems in space and on earth and on the biosphere.
