The General Treaty for Central American Integration(known as the Managua Treaty) was signed in 1960, and entered into force in 1961 for four countries. Costa Rica joined the Treaty in 1963. It provided for immediate free trade on 95 percent of all goods. In October 1961, the Permanent Secretariat for Economic Integration-DIECA-was established in Guatemala. SIECA along with the Central American Bank for Economic Integration(BCIE), which is headquartered in Tegucigalpa, Honduras, have been the main regional institutions responsible for the administration of the economic integration efforts in Central America.

After a time, great differences in wealth and economic interests began to develop among the members of the guild itself. Artisans were inclined to make far less money than the merchants who lived by trade. The merchants were interested in using their monopoly for importing goods and selling them within the town to keep prices high. This annoyed the artisans who did not share in the high profits. Gradually the structure of the "one" guild broke down as more and more artisans broke away from the town guild and formed their own separate corporations.

An international, unified customs document which under a series of customs conventions, simplifies customs procedures for the temporary duty free admission of three main categories of goods traded internationally : commercial samples; goods for presentations or use at trade fairs, shows, exhibitions or similar events; and professional equipment.

Essentially the carnet is a merchandise passport that facilitates travel with goods, into foreign countries, making traveling abroad easy and hassle-free. The ATA [Admission temporaire/Temporary Admission] Carnet can be used for unlimited entries and exits from foreign countries and Canada for up to one year.

Each guaranteeing association shall undertake to pay to the customs authorities of the country in which it is established the amount of the import duties and any other sums payable in the event of non-compliance with the conditions of temporary admission, or of transit, in respect of goods introduced into that country under cover of A.T.A. The program that enables eligible companies to import goods without having to pay customs duties, as long as they eventually export the goods. These companies can further manufacture the goods before exporting them or export them in their unaltered state without having to pay customs duties. The North American Free Trade Agreement(NAFTA) regulates the amount of relief where the goods are exported to companies in NAFTA-participating countries.

Nearly all the identifying features of an inefficient suite of relief programmes relate to the transfer of control of the goods subject to the program. ICC [International Chamber of Commerce] believes that simplification is best achieved by limiting the number of times that control of the relief has to be transferred. In a well-designed suite of duty relief programmes, such transfers will be rare. As long as there are numerous relief programmes available to meet different needs, it is difficult, if not impossible, to avoid transfers between them.
