With my approval and full support, the process to implement the department's Health and Safety Strategic Plan 2001 has begun. This plan not only provides Public Works and Government Services Canada(PWGSC) with the ability to meet all current health and safety requirements, but offers a proactive approach to health and safety issues in the workplace. This major departmental initiative was introduced by the National Health and Safety Committee. Key to its successful implementation is the active participation of the department's Regional/Area Health and Safety Committees, and Workplace Health and Safety Committees and Representatives. Imperial Munitions Board, established November 1915 in Canada by the British Ministry of munitions, with Canadian government approval. Headed by J. W. Flavelle, a prominent Toronto businessman, the board was responsible for letting contracts on behalf of the British government for the construction of war materials in Canada. It began to establish "national factories, "which it owned outright, to produce munitions that private manufacturers were unable to turn out. Under IMB direction Canada produced a wide variety of war materiel including shells, ships, explosives and training planes.
