Graduate Student Prizes were awarded to fifteen students from across Canada, with recipients from eleven different universities. The prizes recognize excellent work by young scholars in the field of policy research. The 1998 budget proposes a comprehensive Canadian Opportunities Strategy to expand access to the knowledge and skills Canadians need for better job opportunities and a higher standard of living in the 21st century.
